An AV may be operated without direct control of the driver on public highways if it is capable of operating in compliance with all applicable motor vehicle and traffic laws and can reach a reasonably safe state, such as bringing the vehicle to a complete stop, in the event that the automated driving system fails. If a driver is present, the driver must be licensed. Other conditions apply. (Reference Iowa Code 321.514-321.517)
