Under the Energy Policy Act of 1992 (EPAct) and subsequent regulations, certain vehicle fleets operated by state agencies or alternative fuel providers are required to acquire alternative fuel vehicles (AFVs) as a fraction of their light-duty vehicles. Covered fleets can earn credits for AFVs they acquire beyond their base requirements, and they may bank these credits for future use or trade them to other fleets. This chart shows the number of credits traded from 1997 to 2022.
