President Obama Issues Executive Order on Emissions Reductions and Fuel Efficiency in Federal Fleets
President Obama issued Executive Order 13693, which requires federal agencies that operate at least 20 on-road vehicles to improve fleet and vehicle efficiency through the elimination of non-essential vehicles and the reduction of fleet-wide greenhouse gas emissions (GHGs) relative to a fiscal year (FY) 2014 emissions baseline. Covered agencies must reduce GHG emissions according to the following schedule:

Covered agencies must also:
- Install telematics systems in all new light-duty vehicles (LDVs), as well as medium-duty vehicles where appropriate, and use the resulting data to improve fleet efficiency;
- Submit annual vehicle acquisition data for addition to the Federal Automotive Statistical Tool reporting database, the Federal Motor Vehicle Registration System, and the Fleet Sustainability Dashboard system;
- Ensure that by December 31, 2020, and December 31, 2025, 20% and 50% (respectively) of LDV acquisitions are zero emission vehicles (ZEVs) or plug-in hybrid electric vehicles (PHEVs); and
- Plan to install charging and other infrastructure, such as vehicle-to-grid technology, to support new ZEV and PHEV acquisitions.
These fleet requirements are in addition to other mandates for federal agencies, including submitting an agency-wide GHG emissions reduction target that must be achieved by September 30, 2025, compared to a FY 2008 baseline, to the White House Council on Environmental Quality and the Office of Management and Budget.
