Light-Duty Zero Emission Vehicle (ZEV) Sales Requirement

All sales of new light-duty passenger vehicles in California must be ZEVs by 2035. ZEVs include battery-electric and hydrogen fuel cell electric vehicles. The California Air Resources Board (CARB) adopted the Advanced Clean Cars II regulation, which phases in the ZEV requirement for model years 2026 through 2035. In June 2025, CARB was directed to propose new or alternative regulations to continue advancing ZEV adoption.

CARB developed a ZEV Market Development Strategy to support these regulations and assess statewide ZEV infrastructure. The Strategy will be updated triennially. For more information, see the ZEV Market Deployment Strategy website.
