State Fleet Vehicle Acquisition and Fuel Use Requirements
State departments, offices, and agencies must implement the transition of publicly owned light-duty vehicles to zero-emission (zero tailpipe emission) vehicles (ZEVs) by 2040 and medium- and heavy-duty vehicles to ZEVs by 2050. To support these goals, they are required, to the extent practicable, when purchasing vehicles or motor fuels to:
- Give preference to vehicles that minimize emissions and total lifecycle cost;
- Give preference to motor fuels blended with ethanol; and
- Ensure that diesel‑powered vehicles purchased are capable of using biodiesel fuel blends containing at least 20% biodiesel.
Exceptions may apply. Agencies must also maintain records of the types of fuel used by state vehicles.
