Zero Emission Vehicle (ZEV) Infrastructure Fee Structure Assessment

The California Energy Commission, California Air Resources Board, and California Department of Motor Vehicles published the Alternative Funding Options for the Clean Transportation Program report in December 2025. The report examines the economic equity of fee structures for ZEV infrastructure and proposes to the Legislature alternative fee structures for funding ZEV infrastructure.
