Xcel Energy offers income-qualified residential customers a $3,000 rebate for the purchase or lease of a pre-owned EV, and a $5,500 rebate for the purchase or lease of a new EV. Income-qualified residents are households with income levels equal to or below 60% of the Colorado’s median income that are currently enrolled in one of Colorado’s financial assistance programs such as the Low-Income Energy Assistance Program (LEAP).
