State Zero Emission Vehicle (ZEV) Acquisition Plan Requirements

By December 31, 2022, the New York Office of General Services (OGS) must develop a state fleet procurement plan for the purchase or lease of ZEVs. The plan must meet the following schedule for state fleet light-duty vehicles (LDVs):

  • 25% of LDVs must be ZEVs by 2026
  • 50% of LDVs must ZEVs by 2031
  • 100% of LDVs must be ZEVs by 2036

The plan must also meet the following schedule for state fleet medium- and heavy-duty vehicles (MHDVs):

  • 10% of MHDVs must be ZEVs by 2026
  • 25% of MHDVs must be ZEVs by 2031
  • 100% of MHDVs must be ZEVs by 2041

To support state fleet vehicle acquisition goals, state agencies must create and file a LDV fleet decarbonization plan to the GreenNY Council (GreenNY) by September 2023 and a MHDV fleet decarbonization plan to GreenNY by September 2025. Emergency vehicles are exempt from these requirements, but agencies must evaluate emergency ZEV technologies for adoption on an annual basis. Decarbonization plans must include interim targets to achieve decarbonization goals. State agencies must update their fleet decarbonization plans every three years. Additional conditions apply.
