Public Utility Definition

According to the New York Public Service Commission (PSC), electric vehicle (EV) charging stations are not defined as electric plants and owners and operators of charging stations are not defined as electric corporations. The PSC does not have jurisdiction over publicly available EV charging stations, the owners and operators of the stations, or the transactions between the owners and operators of the stations, as long as the owners and operators do not fall within the definition of an electric corporation.
