Clean Cities Alternative Fuel Price Report, April 2011

The Clean Cities Alternative Fuel Price Report for April 2011 is a quarterly report on the prices of alternative fuels in the U.S. and their relation to gasoline and diesel prices. This issue describes prices that were gathered from Clean Cities coordinators and stakeholders between April 1, 2011 and April 15, 2011, and then averaged in order to determine regional price trends by fuel and variability in fuel price within regions and among regions. The prices collected for this report represent retail, at-the-pump sales prices for each fuel, including Federal and state motor fuel taxes.

Table 1 reports that the nationwide average price for regular gasoline has risen 61 cents per gallon from $3.08 per gallon to $3.69 per gallon; CNG price has risen from $1.93 to $2.06; ethanol (E85) has risen 45 cents from 2.75 to $3.20 per gallon; and biodiesel has risen 55 cents from $3.50 to $4.05. CNG is about $1.63 less than gasoline on an energy-equivalent basis, while E85 is about 83 cents more than gasoline on an energy-equivalent basis.

The prices collected for this report represent retail, at-the-pump sales prices for each fuel, including Federal and state motor fuel taxes.

Table 1 reports that the nationwide average price for regular gasoline has risen 30 cents per gallon from $2.78 per gallon to $3.08 per gallon; CNG price has remained the same at $1.93; and ethanol (E85) has risen 31 cents from $2.44 to $2.75 per gallon. CNG is about $1.15 less than gasoline on an energy-equivalent basis, while E85 is about 81 cents more per gallon than gasoline on an energy-equivalent basis.

Renewable Fuel Standard: Potential Economic and Environmental Effects of U.S. Biofuel Policy

Renewable Fuel Standard evaluates the economic and environmental consequences of increasing biofuels production as a result of Renewable Fuels Standard, as amended by EISA (RFS2). The report describes biofuels produced in 2010 and those projected to be produced and consumed by 2022, reviews model projections and other estimates of the relative impact on the prices of land, and discusses the potential environmental harm and benefits of biofuels production and the barriers to achieving the RFS2 consumption mandate.

Table 1 reports that the nationwide average price for regular gasoline has risen 7 cents per gallon from $2.71 per gallon to $2.78 per gallon; CNG price has risen 2 cents from $1.91 to $1.93; and ethanol (E85) has risen 14 cents from $2.30 to $2.44 per gallon. CNG is about 85 cents less than gasoline on an energy-equivalent basis, while E85 is about 67 cents more per gallon than gasoline on an energy-equivalent basis.

Table 1 reports that the nationwide average price for regular gasoline has fallen 13 cents per gallon from $2.84 per gallon to $2.71 per gallon; CNG price has risen 1 cents from $1.90 to $1.91; and ethanol (E85) has fallen 12 cents from $2.42 to $2.30 per gallon. CNG is about 80 cents less than gasoline on an energy-equivalent basis, while E85 is about 54 cents more per gallon than gasoline on an energy-equivalent basis.

CNG is about 78 cents less than gasoline on an energy-equivalent basis, while E85 is about 57 cents more per gallon than gasoline on an energy-equivalent basis.

CNG is about 23 cents less than gasoline on an energy-equivalent basis, while E85 is about 5 cents less per gallon than gasoline.

National Survey of E85 and Gasoline Prices

The objective of this study was to compare the retail prices of E85 (fuel containing 85% ethanol and 15% gasoline) and regular gasoline nationally and regionally over time for one year between July 2007 and June 2008. The United States was divided into six sampling regions. A sampling plan of the approximately 1,200 E85 stations that were operating nationwide at the time was devised to allow statistically significant regional and temporal comparisons of the data to be made within the limited data collection budget available. Results indicate that the price of E85 appears to closely track that of gasoline, and the gap between E85 and gasoline appears to widen somewhat as the price of gasoline increases beyond about $3 per gallon.

Statistical Analysis of the Factors Influencing Consumer Use of E85

In 1997, eight E85 fuel pumps were installed at separate retail fuel stations in Minnesota to sell high-blend ethanol fuel to flexible fuel vehicle (FFV) owners. These state-level E85 efforts were part of larger federal and state policies and programs designed to promote the use of alternative fuels to displace traditional gasoline and diesel fuel. By the end of 2006, there were approximately 300 E85 fuel station locations. The amount of E85 fuel being used in the state was estimated at approximately 18 million gallons annually. Evaluating the sales patterns of E85 retail outlets can provide important information about consumer behavior regarding the use of E85, future E85 fueling infrastructure, and developing future alternative fuel policies and programs.
