Under the Energy Policy Act of 1992 (EPAct) and subsequent regulations, certain vehicle fleets operated by state agencies or alternative fuel providers are required to acquire alternative fuel vehicles (AFVs) as a fraction of their light-duty vehicle acquisitions. Covered fleets earn credits for acquiring AFVs and non-AFV electric vehicles, and by investing in alternative fuel infrastructure, alternative fuel non-road equipment, or emerging technology. After satisfying their AFV-acquisition requirements, fleets may also earn AFV credits for acquiring medium- or heavy-duty AFVs and/or hybrid electric vehicles (HEVs) that are not AFVs. Fleets may earn credits beyond their base requirement, and they may bank these credits for use in meeting future requirements or trade them to other fleets. This chart shows bankable credits earned and banked credits used each year.
